What if the Transformers, living alien robots from another world, fell in to the hands of COBRA, a small, quickly growing organization bent on world domination? When COBRA launches their first attack on U.S. soil, armed with tanks, jets, and vehicles that transform into giant robots, it's too much for the regular armed forces to handle, and the elite covert team of G.I. Joe is formed to stop them! Their purpose: To defend freedom from COBRA, and put a stop to their army of destructive machines... or find a way to use the machines against them!


Somewhere in the United States, a squadron of uniformed terrorists are cutting their way into a crashed alien spacecraft hidden in a cavern. While the soldiers survey the interior, Cobra Commander and the Baroness muse about the giant mechanoids lying around them. One briefly awakens, then falls dormant again, but it's enough -- Cobra Commander orders his men to transport all of the alien robots back to their base, and the cavern sealed. The world will hear of Cobra soon enough...

An indeterminate time later, Colonel Abernathy is leading a platoon of soldiers on guard duty at an international conference in Washington D.C. His boredom is interrupted by an urgent comm call -- foreign aircraft are rapidly advancing on their position! As he issues a code red, the ground shakes as three Cobra HISS tanks roll out of several semi trucks and begin firing laser weapons.

While the soldiers are firing ineffectually at the bizarre tanks, three foreign craft fly by overhead. They're being pursued by a half-dozen Air Force jets, but the enemy craft are extremely fast and resist all weapons locks. The jets begin attacking manually, but one A-10 makes an impossible 90-degree incline, transforms into a giant robot, and smashes one of the jets with a single roundhouse punch.

Back on the ground, the HISS tanks have advanced to the front of the summit building. As the world's media watches, the vehicles transform into massive Battle Android Troopers, and begin to demolish the building. Overhead, an SR-71 Blackbird detaches a flight pod, then transforms into another giant robot who joins the assault. Watching from inside the flight pod is Cobra Commander, with a captive Megatron by his side...

As the assault continues, Cobra engineers at a remote control station report problems with the red HISS robot refusing to obey commands. The SR-71 robot called Starscream fires on the soldiers, vaporizing a missile tank and badly scarring one soldier's face. Then, without explaination, Cobra's forces immediately retreat, leaving only chaos and confusion behind.

Inside the Pentagon, General Flagg, Colonel Abernathy, and two other soldiers are reviewing news footage of the attack. Flagg tells Abernathy that the government is forming an elite team -- code-named G.I. Joe -- to stop Cobra's robot menace. He then introduces Abernathy to intelligence expert Sergeant Alison Burnett and tactical strategist Dashielle Faireborn, then gives the Colonel the duty of leading this new task force...


At Cobra's secret base in the Caribbean, Cobra Commander watches his men work on the Battle Android Troopers, while Megatron warns of their dwindling energon supply, savors the irony of Optimus Prime as a war machine, and threatens revenge on Cobra. Meanwhile, at a military base for the newly-formed G.I. Joe team, Hawk introduces a bandaged Snake-Eyes to the gossiping Doc and Scarlett, reviews a dossier of Joes, then consults with Flint and Lady Jaye on the latest intelligence data regarding Cobra.

Elsewhere, Bumblebee and Wheeljack are hiding in their vehicle modes as they make plans to rescue the other Autobots. Wheeljack has been reviewing Cobra's recent attacks on energy-related facilities, and deduces that they're trying to produce energon. With holographic drivers, they drive off so Wheeljack can hack a wireless computer network for more information.

At Cobra Island, Dr. Mindbender is finally ready to download the main processor of HISS-14 (Optimus Prime) in hopes of solving the persistent performance problems. He begins the download, but Cobra's computers are immediately overwhelmed with a flood of alien code from the robot. In desperation, Cobra engineers kill power to the entire system, and HISS-14 instantly falls dormant, apparently fried. Before he can brood over this development, however, Dr. Mindbender is summoned by Cobra Commander to greet the arriving arms dealer. And at Echelon 5, a secret American data-screening center, the computer genius named Mainframe is pulled out of a meeting by an aide with a printout of critical information...

Back at G.I. Joe's new base, Quick Kick and Roadblock's sparring match is interrupted by a new trooper, clad entirely in black. Snake-Eyes challenges both of them, and quickly flattens the two men. The remaining Joes "greet" Snake-Eyes by dogpiling on him, but the fun is interrupted when Hawk arrives. He presents the Joes to General Flagg, Lady Jaye, and Mercer, a Cobra defector. Mercer explains that Cobra's robots are actually sentient aliens, and Flagg confirms that the Army has uncovered the Ark and is shipping it to Roswell for study. Though the Joes remain skeptical, Mercer suggests he knows where Cobra will strike next...

A helicopter arrives at Cobra Island, carrying Destro, the Scottish arms dealer who first informed Cobra of the crashed alien spacecraft. The Baroness greets him warmly, while Cobra Commander arrives flamboyantly with Starscream. Dr. Mindbender then leads them to a hanger, where he presents Cobra's latest developments: the Cobra STUN, a transforming rapid assault vehicle, and an android that can replace the mobile remote control station in battle -- Soundwave.


On Cobra Island, Dr. Mindbender is giving the munitions dealer Destro a progress report on their latest activities, including conversion of the Soundwave robot for human control and the development of several suits of SNAKE armor. Destro is impressed, but wants to test the gear; over Cobra Commander's objections, he opts to pilot Soundwave for Cobra's upcoming offensive.

At the G.I. Joe Command Center, Flint and Lady Jaye flirt briefly before rushing off to a briefing. Stalker informs the team that they've leared the subject of Cobra's next attack: the control center for the USSPS, a top-secret solar-power satellite. The Joes must prevent Cobra from taking control of the USSPS and the broadcast power it provides.

Seated inside a control cab on Soundwave's shoulders, Destro leads the Cobra assault team on the USSPS facility. As Zartan and Firefly use "alien holo-cloak technology" to make themselves invisible, Destro leads the other robots into battle -- only to be immediately thwarted by Joes with laser weapons! Other Joes strike back with conventional arms, and Frenzy and Ratbat are gunned down in short order. Landing nearby, Destro quickly redeploys his forces, having Rumble pound the area with his piledriver arms while Sideswipe and Sunstreaker transform into jeeps and charge the entrance. Laserbeak manages to fly inside one of the buildings and disables several Joes, but is quickly beheaded by Snake-Eyes. The two Jeeps are knocked off-course by the sudden arrival of Wheeljack, while Bumblebee quickly dispatches Rumble.

Inside the USSPS base, the Joes Quick-Kick and Mutt are assigned to guarding the room with the statellite's master control module. Mutt's dog Junkyard starts to growl, the two Joes are knocked out by an invisible Zartan. While Firefly sets up explosive charges nearby, Zartan steals the module.

The Joes topside aren't sure what to do about Bumblebee, who tells them he's there to help. A trigger-happy Cover Girl fires a missile at Bumblebee, who manages to deflect it, and prompts Sci-Fi to order her to stand down.

Back inside the base, Quick-Kick and Mutt have recovered from their attack, and give chase to their invisible enemy. The two round a corner and spot Zartan, but he leaves Ravage behind to keep them occupied. Their battle is brief but bloody; having secured the control module, Destro orders his forces to escape. Before the two Joes can tend to their wounds, however, Firefly's charges explode, and the building begins to collapse! The rest of the Joes flee the collapsing building, but not without sustaining heavy damage.

As the smoke settles, the Joes assess the situation; though they've suffered heavy losses, they've also managed to get some help from the two new robots in their midst. With some hesitation, Hawk shows the Autobots the strange transmission they received (from last issue). Wheeljack identifies it as a coded Cybertronian message from Optimus Prime, which contains coordinates to their location and instructions on accessing the network that controls them. With the Joes' permission, Wheeljack quickly begins tapping at the computer keyboard...

Back on Cobra Island, Dr. Mindbender is supervising the Constructicons when they suddenly rebel against him! He calls Cobra Commander for help, but the Commander is busy -- facing a very disapporving Optimus Prime...


At G.I. Joe Headquarters, Wheeljack explains to the Joes what happened: When the Cobra scientists tried to alter Optimus Prime's programming, Prime's defenses allowed him to briefly send out an emergency message on the network, containing the location of a Carribean island where he's held.

Meanwhile, at said Carribean island, pandemonium reigns as the Transformers reassert themselves. The Constructicons capture Dr. Mindbender, Destro, Firefly and Zartan are chased by Ravage, Major Bludd is captured by Thundercracker, and Cobra Commander is confronted by Optimus Prime. Pinned in a corner, Cobra Commander reluctantly frees Megatron from his control, and the Decepticon leader immediately attacks Optimus with a roundhouse punch! In another part of the base, several Autobots fight off an attempt by Cobra technicians to reassert control, then head out to find Optimus Prime.

Back at G.I. Joe Headquarters, Hawk is overseeing preparations for the attack on Cobra Island when they're approached by two generals. They insist that the two new alien robots must be turned over to them, whereupon they'll be taken to Area 51 for dissection and study. Cobra Island will be destroyed in a nuclear strike, which will make the United states government the sole possessor of Transformers technology. Hawk is then given a remote which will activate a debilitating electromagnetic pulse in the Autobots' cargo plane.

After the generals leave, Hawk reluctantly activates the EMP, which takes down the Autobots. As Hawk tells the Joes about the change in plans, Wheeljack weakly warns them that if the Decepticons are manufacturing energon, the nuclear strike will cause a chain reaction that will throw half the planet into a nuclear winter!

Meanwhile, the battle between Optimus Prime and Megatron has gone outside the Cobra compound. With Soundwave's help, Megatron soon has Optimus pinned, then sends Soundwave to begin energon production with the SPS. As Soundwave leaves, Megatron is knocked down by an ambush from Starscream! He quickly recovers and blasts the traitor, only to find that Optimus Prime ihas recovered -- and is now backed by Autobot reinforcements!

In a nearby bay, Cobra Commander is trying to leave the island by a set of hydrofoils, but is stopped short by the arrival of Gears and Brawn. They destroy the hydrofoils, but are suddenly attacked by Storm Shadown -- in a SNAKE exo-suit! The ninja battles the Autobots to a standstill even as Cobra Commander sneaks off. Elsewhere, Destro and Zartan are rescued from Rumble by a SNAKE-wearing Baroness, who has armored suits for them as well.

At the Cobra command center, the Constructicons are toying with Dr. Mindbender when Soundwave gives them a new assignment. He orders the human to activate the SPS for transmitting power, then begins the production of energon cubes for the Constructicons to guard...

Meanwhile, the Joes have broken rank -- in defiance of orders, Hawk is sending his team and the Autobots to Cobra Island! Inside the cockpit of the lead carrier, Hawk confesses that he'll take the blame for violating orders, but Wild Bill reassures him that the team will stand behind him for doing the right thing.


As the G.I. Joe invasion force approaches their target, they find Cobra Island in anarchy -- Cobra forces are fleeing the island en masse, giant robots are battling each other, and buildings everywhere are aflame. While one team of Joes breach the island via gliders, a second group hits the beach, along with Wheeljack and Bumblebee, dodging battling robots while firing their way past embedded gun emplacements.

Elsewhere on the island, Megatron has rejoined Soundwave at the SPS control center. The satellite is activated, causing it to beam enough energy into the center to fill all the energon cubes at hand. But unknown to the Decepticons, back in Washington, the President gives final authorization to launch the nuclear strike...

An assortment of battles and firefights pepper throughout Cobra Island. The Constructicons combine to form Devastator, who engages the Joes on the beach. In a nearby jungle, Starscream tries to capture Snake-Eyes, but gets a grenade in his left optic and knocked off a waterfall instead. Finally, Cobra Commander's escape is blocked by a team of Autobots; he is saved by Storm Shadow, who takes down Trailbreaker and fights off the others while the Commander makes his getaway.

Despite his own wounds, Optimus Prime is determined to stop the Decepticons' schemes. Transforming into his HISS tank form, Prime smashes his way into the command center, then threatens to blast the energon cubes and kill them all. Calling his bluff, Soundwave, Reflector, and Ravage attack, but Prime is empowered by the energon and quickly defeats them. Megatron flees into the jungle, and Prime gives chase.

Elsewhere on the island, Hawk receives a transmission from General Flagg that the nuclear missiles have been launched and are on their way. Opening a wide-area broadcast channel, Hawk informs the Joes and the Autobots that they must try to get rid of the energon before the missiles strike -- but even if they succeed, there's no way any of them can escape the blast.

On the USS Kohler submarine, 250 miles from Cobra Island, the authorization for a nuclear strike has been received, and four warheads are placed on standby...


As four ICBMs with nuclear warheads are launched towards Cobra Island, Hawk tells the troops they've got five minutes before they hit. Wheeljack, however, has an idea, and heads for the control center, along with Mainframe, Sci-Fi, and Bumblebee. The center is mostly deserted, except for a cowering Dr. Mindbender, who is quickly recruited to their cause. As they work on retargeting the SPS, one of Firefly's bombs explode, and several Cobras in SNAKE armor burst into the room! Firefly and Storm Shadow open fire, but Bumblebee, Cover Girl, and Sci-Fi hold them off while the others reprogram the satellite.

After a burst of inspired programming, the Joes successfully manage to reprogram the SPS to vaporize the missiles out of the sky. But the celebrations are short-lived -- one of the satellite controls was damaged in the firefight, and now the satellite is randomly firing beams of energy all along the island! It's total chaos outside, as Transformers and humans alike are suddenly being blasted by random power beams from the skies.

Admist the insanity, Cobra Commander redoubles his efforts to get away. He runs into the fallen Starscream, who quickly makes a deal -- if Cobra Commander will help refuel him, they can escape together...

Elsewhere, Megatron is also trying to escape, but is blocked by a squad of Joes. They open fire, which merely prompts Megatron to fight back. Mercer is vaporized by a random energy beam, and that's followed a second later by a second blast that takes out Megatron's left hand! A recharged Optimus Prime arrives a moment later, and the two fight; despite Megatron's best efforts, Prime handily defeats him, taking his fusion cannon in the process. Optimus then radios Mainframe for the coordinates of the USSPS -- and armed with the information, uses the fusion cannon to vaporize the SPS!

Seeral weeks later, Optimus Prime and Hawk are on the tarmac of a launch site. Prime thanks the humans for their help in the construction of a new Ark; Hawk admits the technology exchange benefitted them as well, and shows off several new G.I. Joe battlesuits. As the Joes watch, the Ark takes off, returning the Transformers to Cybertron.

Elsewhere, at an abandoned airstrip in the Florida Keys, Starscream and Cobra Commander bicker as the Commander tries to repair an old jet engine. And in a secret underground base in New Mexico, a group of government engineers report success at reverse-engineering and repairing a set of Decepticon parts that were "lost" after the Cobra Island battle. One researcher expects to have results surpassing Cobra's efforts within a year, even as he resumes working on Megatron...
